How can I gain weight with a high metabolism ?

I'm a girl, 16 and a half, turn 17 this December, 5'4, 105 lbs. and I've been trying to gain weight for the longest. I've always been really skinny... some people describe me as scrawny. I like my upper body, my stomach is flat my boobs are average but when it comes to my lower body my thighs are like my pinkies. I really want to gain weight idc if it's fat/ muscle just any possible way. I constantly eat, and it's not always junk food i eat a lot of protein/ healthy food too. I went for a jog today and i told myself i'm going to start jogging every other day from now on but idk if i'll just lose more weight ? What can I do ! I even tried drinking whole milk for a period of time but nothing seems to work... I really want my thighs to expand and be thick, I think i'll be way more confident.
