When will I start seeing results from cardio?

I've decide to try and shed a few pounds (mostly for my jiggly inner thighs :( but for my body overall, too, obviously). I don't want to be a hardcore calorie counter, and I've been doing 20 to 45 minute jogs/speedwalks every night, eating fruit and veggies and healthier things in general, keeping better hydrated.In an attempt to tone my legs better and get some more muscle instead of fat, I've also put together about a ten to fifteen minute starter work out before I go, stretching and doing some lunges, wall sits, etc. I plan one to two rest days a week, and along with this I also walk 30 to 60 minutes to work on the weekends depending on whether or not I get a ride home (I always walk in the mornings).So with all this in mind, when do you think I will start to see results?

Noticeable weight loss or not?

I'm 17 years old and my heigh is 5.3 (yeah I know I'm short- blame my stupid genes...). Anyway, during Chrristmas time and up until May I weighted 160 lbs and felt awful. So, in the beggining of June I started a healthy eating programme (or whatever you call it) and I exercised a lot. I now weight 138 lbs and I keep trying till I reach 121 lbs. In this three months period I'm on my diet, is my weight loss enough? Will anyone see any difference when I set foot at school once the new school year starts?

Why can't I get rid of my lower belly fat?

I have a crazy back arch when I do the laying down moves. I cant keep my back flat to the floor so in the lower part it curves up and makes it looks so bad and I look fat when I do it but it's hard like muscle but it's just this big blob of muscle shooting out of my stomach. I have lower belly fat that won't go away and I'm scared to do anymore workouts because I don't want it to look worse than it is. What can I do to fix that? Is that weird arch making the lower belly fat worse or should I continue to workout?
