Why can't I get rid of my lower belly fat?

I have a crazy back arch when I do the laying down moves. I cant keep my back flat to the floor so in the lower part it curves up and makes it looks so bad and I look fat when I do it but it's hard like muscle but it's just this big blob of muscle shooting out of my stomach. I have lower belly fat that won't go away and I'm scared to do anymore workouts because I don't want it to look worse than it is. What can I do to fix that? Is that weird arch making the lower belly fat worse or should I continue to workout?
